The European Union is considering something it has never done before: creating a new form of “associate membership” for Canada. Could this be the beginning of a European system that reaches far beyond Europe?

European Commission President Ursula von der Leyen has proposed making Canada the EU's first associate member, part of a broader “Alliance for the Future” involving economic security, defense, technology, artificial intelligence, energy, critical minerals, cybersecurity and other areas. Canadian Prime Minister Mark Carney has welcomed the proposal while making clear that Canada is not seeking full EU membership.

What makes this development especially significant is that Canada may not be the last. According to the European Commission's account, Canada's proposed status could open the possibility for other countries to pursue similar arrangements in the future. President Donald Trump, meanwhile, has warned of potential economic consequences if he concludes Europe's move toward Canada is hostile to the United States.
